You-all have to remember that the pic is from the '70s, when even though O'Neil/Adams and others had successfully re-darkened Batman in the comics he, Superman, and Wonder Woman were all-ages merchandising gold and used as nonthreatening icons just as much as the the Disney characters, Looney Tunes gang, and other once-mischievous-but-now-whitewashed cartoon stars. Okay, I realize that you do know that, and it's not like I don't really agree with you, but I'm just pointing out that it's all in the context. Seeing Frank Miller or David Mazzucchelli's Batman (or even Christian Bale's) with a beard, hat, and toy sack would, I suspect, actually be frightening...

Definitely. Especially since, being Christian Bale's Batman that sack would probably not be filled with toys but instead some intense crime fighting tool.
